Peeta and Katniss are taken by hovercraft back to the Capitol and nursed back to health. The danger is not over for Peeta and Katniss.

7 The Gamemakers wanted to punish her but instead Katniss was given a makeover and everyone saw how innocent she looked.
8 Cinna makes her the girl who was on fire again, with her yellow dress, high heels, painted nails, etc.
9 The Capitol is angry that there was not only one winner, so now she has to worry about being punished.
10 The Hunger Games is a game to the Capitol and of course they don't want to lose.

8- Once agai Cinna presents Katniss as the girl on fire, but this time she is wearing a yellow dress.
9- The capitol is embarassed because of the ending of the hunger games. Which then most likely means punishment for Katniss and Peeta's actions.
10- It is showing the capitol has the hunger games as their weapon for more power over the capitol and the capito l wants non-other districts to have power over it like Peeta and Katniss.
